Job Purpose
The role holder is responsible to ensure effective overhead design engineering services are provided to the business, by performing activities including handling technical issues related to Cable. supervising the design of optimized acble lines, participating in the tendering and contracting processes and providing technical expertise to all external consultants when required, in compliance with all established standards.
Key Responsibilities:
-Assists the Head of Design Engineering in the articulation of plans for the overhead line design and construction of all electricity projects for Kahramaa, in line with approved parameters like cost, timelines, functionality and quality
-Reviews existing processes related to cable system design and provides technical expertise to modify the system, in order to optimize the overhead line system
-Reviews current standard cable line technical specifications and participates in updating them, as and when necessary
-Participates in the development of scope of work for projects in compliance with established standards and articulated plans
-Supervises subordinates in the development of an optimized overhead line design for all electricity projects, compliant with safety codes through comprehensive development and review of project documents such as terms of reference (TOR), bill of quantities, commercial and contractual terms, budgeting, costing and basic project design
-Participates in the initiatives of the section aimed at improving the design process and optimize without impacting quality standards
-Reviews electricity overhead line designs, plans and drawings, prior to handover to respective departments and highlight any discrepancies, in order to ensure an optimal and error-free project design
-Participates in various phases of tendering process including evaluation of tenders from EHV/HV cable design point of view, interaction with concerned till approval of award of contracts, when required
-Reviews all relevant technical reports forwarded by subordinates, related to overhead line design engineering, in a timely manner, as applicable to the role
-Attends and witnesses type test and fault investigations at factory and/or independent labs from a quality assurance and quality control point of view, prior to material approvals for project implementation
-Visits sites and performs inspection of work undertaken by the consultants, in order to ensure that all documented scope of worked is carried out and all safety procedures are adhered to, as and when required
-Carries out and ensures the compliance of all activities within the Design Engineering Section are in-line with Kahramaa health and safety regulations
-Works in cooperation with Quality Assurance and Continual Improvement department on securing and maintaining the ISO 9001-2008 certification
-Carries out supervision of design review, project coordination till commissioning and handover of the bulk- customer project based on agreement with BC
-Carries out supervision of the project implementation of minor, medium and major size main electricity projects of substations and ensures the implementation is in line with project execution plans
-Carries out supervision in troubleshooting technical problems in electrical engineering discipline and ensures effective formulation and implementation of appropriate corrective actions
-Participates in inspecting contractor’s materials during factory visits, from a quality assurance and quality control point of view, prior to material approvals for project implementation
-Ensures that all testing including EHV/HV testing is done in full compliance with approved procedures and KM Safety Regulations
-Monitors substation installation site activities, to ensure objectives are accomplished within the prescribed time frame and budget parameters
-Carries out supervision of all pre-qualification of local and international manufacturers, equipment and systems including factory appraisals, as well as assessment/approval of subcontractors
-Carries out supervision of all tendering activities from design concept, site verifications, preparation of scope & specifications and tender documents, interact with relevant Govt authorities for approvals, tender clarifications, tender evaluation till tender award & contract documentation approvals
People Management Responsibilities:
-Defines goals and key performance indicators for each member of the team
-Develops talent within the team by providing guidance and support to achieve the targets
-Ensures objective periodic administration of the performance appraisal process, complemented by on-going coaching and training
-Follows HR policies and procedures for all people management aspects
-Contributes to the development of Qatarization trainee programs and support the implementation of the same
Educational and Technical Qualifications/ Certifications:
Bachelor's degree or equivalent in Electrical Engineering, post-graduate degree preferred
Years and Nature of Experience:
More than 10 years of relevant experience in a similar industry or in a similar role of which minimum 4 years of supervisory experience preferably in the area of transmission overhead line design
