Job Description:
ASIAPOWER OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

Primary Purpose of the Job
Manages a multi-disciplinary team of QP and Contractor’s supervisors and technical manpower in coordination with the Lead Engineer (Mech. Field Support), providing engineering and management direction, such as design reviews, resource planning and allocation, quality and safety, guidance and advice on several projects pertaining to multi-disciplinary works in the Workshop Section and Refinery units related to major overhauling and repair maintenance of all tanks, heaters, vessels, heat exchangers, piping, etc., ensuring that all works are carried out in accordance to Standard and requirements.

Principal Accountabilities
-The areas of responsibility of the current position of Sr. Mechanical Engineer (Fabrication) are areas under QP Refinery jurisdiction, such as RFCC, Crude Refinery and Utilities.  He works independently while interacting with Supervisors of Operations and Maintenance Sections of Refinery. Provide standby coverage to the Refinery as Workshop Section delegate.
-Responsible for preparing inputs for capital and operating budget for Workshop Section, including maintaining monthly budget for call off contractors. Participates in the provision of inputs for corporate planning and scheduling, assembling and installations including remedial actions to avoid construction slippages, regarding planned/unplanned shutdowns, as well as for the Workshop Section’s normal day to day functioning.
-Implement RBI Proposals and Advises i.e. IATs (Inspection Advise Tickets). Controls actual execution at Refinery for manufacturing and rehabilitation works such as tank re-bottoming, boiler upgrade, re-tubing of heat exchangers and air coolers, replacement of furnace heater coils, fabrication of vessels, etc. 
-Prepares the call off contracts for services in the Refinery, participate in the technical evaluation and acceptance of call off and one time tenders.  Attend tender meetings, monitor projects’ execution and authenticate contractors’ progress, evaluate and verify invoices.
-Co-ordinates work execution with concerned parties and other sections, prioritize the work orders and assigns the work with technically suitable specialized instructions to supervisors and technicians of various craft groups in Workshop Section relating to materials, sheet metal work, fabrication, welding, heat treatment, etc, monitor the conformity to codes, guide and discuss acceptable ways and means to overcome practical field problems and arrange for inspections.
-Prepare material reservations, ESPF & Purchase Requisition of material required for Job Execution.
-Practices & follows HSE regulations as per company policy. Makes an awareness of safety policy to all the employees. Conducts regular tool box talks to prevent incidents.
-Attends various coordination meetings during major unplanned shutdowns and Planned Turnarounds.
-Provides and participates in the training and development of Qatari Nationals on engineer, supervisor, technician and trainee levels.
-Assists the Lead Engineer (Mech. Field Support), in all technical and administration aspects of the Workshop and executes special assignments as deemed necessary and act as delegate of Lead Engineer (Mech. Field Support), with full responsibility during absence.

Qualifications / Knowledge / Skills / Experience
-B.Sc. degree in Mechanical Engineering or equivalent in the relevant discipline.
-Required to have multi-disciplinary background of about 8 to 10 years in a similar capacity in engineering or mechanical construction, with exposure to stationary and rotary equipment, Welding & Fabrication, Machining, dynamic balancing, etc. Should have awareness of international engineering norms and standards.
-Should be able to manage capital engineering projects from grass root level up to commissioning stage, with awareness of projects accounting and administration.
-Experience in answering technical inquiries, making technical recommendations, troubleshooting, improving engineering tools, and developing procedures.
-Good knowledge and command in English. Required to possess a well developed intuitive engineering sense. Familiar with RIS, SAP, IMS and computerized maintenance management system.
