Job Description:
ASIAPOWER OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

Primary Purpose of the Job
Manage all maintenance works for QP non-operational buildings / facilities Located at Doha,
RAL, MES and DKN. Plan, process and monitor maintenance budget, contracts / works
Ensuring cost optimization, quality control, HSSE, corporate procedure compliance and customer satisfaction. 

Principal Accountabilities
-Leads Civil, Electrical and HVAC maintenance team (QP staff and contractors) and delivers all maintenance services required at QP facilities under FM demarcation.
-Directs and assists subordinates in planning and executing maintenance works / conducting site investigations and finalizing maintenance solution in cost effective manner, while ensuring customer satisfaction.
-Approves SOW / BOQ / Estimate and Technical Specifications of new tenders for submission to concerned authorities. Approves RD, SES, EIP for approved contracts based on manual of authority.
-Conducts pre-tender technical evaluations and finalizes clarifications on contract bids and sign Technical Evaluation reports and chair regular meetings with contractor/landlord/other stake holders. Submit periodic progress reports to management. 
-Plans various activities related to site mobilization of Contractor’s following Issue of letter of Award by QP. Arranges various access permits and passes including coordinating the placement of Contractor's site offices, material storage area and camp as applicable.
-Prepares annual budget, considering running / planned maintenance contracts / end user non-routine requirements / preventive maintenance assessment and previous year utilization in consultation with budget focal point. Control budget expenditure and submit periodic budget/expenditure report to FMF.
-Develops specifications, drawings, estimate for non-routine maintenance I minor Modification / upgrading works and submit for FMF approval. Determines availability and quality of materials on the local market and Approves equivalent alternative material.
-Review / recommends maintenance work procedures / guidelines / consolidated
Contract strategy, business plan, cost rationalization proposals, correspondence / reports / data analysis for FMF review.
-Evaluates and monitors maintenance contractor and FMF staff performance including submission of monthly/periodic performance reports/ KPI to management. 
-Ensures Corporation's established policies and procedures, are being implemented within the Section. Complies with requirement and policies of facilities management, safety, security, landlord and other stakeholders in all maintenance services.

Qualifications / Knowledge / Skills / Experience
-Bachelor Degree in Civil / Electrical / Mechanical Engineering with excellent English, communication, contracts and SAP/computer skills. Masters in Engineering preferred.
-A minimum of 15 years in Construction and maintenance, out of which at least 7 years past experience in a senior position as Electrical / Mechanical / Civil Maintenance Engineer dealing with costs, budgets and contracts.
-Familiar with preparation of tender specifications, associated standards pertaining to local and international regulations.
-A good knowledge of local contractors and an aptitude to understand other disciplines is desirable.
